WIOA Youth Program Element Resources Logo

WIOA outlines a vision for supporting youth and young adults through an integrated service delivery system. This vision includes high quality services for in-school and out-of-school youth beginning with career exploration and guidance, continued support for educational attainment, opportunities for skills training, and culminating with a good job along a career pathway or enrollment in post-secondary education.

This page provides access to resources and tools to help workforce professionals successfully develop and implement the 14 program elements for the WIOA Youth program.

  •  Paid and Unpaid Work Experience - a planned, structured learning experience that takes place in a workplace and provides youth with opportunities for career exploration and skill development (such as summer employment, pre-apprenticeship, internships, job shadowing, and on-the-job training).
  • Supportive Services – services that enable an individual to participate in WIOA activities (such as, but not limited to, assistance with transportation, child care, housing, health care, educational testing, and work-related tools).
  • Adult Mentoring – a formal relationship between a youth participant and an adult mentor that includes structured activities where the mentor offers guidance, support, and encouragement.
  • Financial Literacy Education – activities that provide youth with the knowledge and skills that they need to achieve long-term financial stability.
